Explanation: We exceeded our target for 2003. The relatively higher performance of 1997 through 2000 reflect a single, experienced cohort of grantees demonstrating steady progress. Subsequent (post 2000) performance reflects multiple cohorts of grantees not starting off with timely grant awards, nor having adequate program expertise until the third year of operating. |
