Status: Target exceeded.  

Explanation: Performance targets for 2000 were exceeded due to the Department's investment in providing technical assistance to help these institutions both strengthen their program capacity and improve their data quality. Performance targets for 2001 and 2002 were adjusted upward to reflect new expectations for progress.

Limitations: Calculations of completion are based on degree completers relative to all students 'available to graduate' (ie, students in their final semester). Planned improvements for data collection include investigating whether a single cohort of students can be selected and tracked to more effectively calculate completions over time.
