The OVAE Fact Sheet Series highlights efforts currently underway at the Office of Vocational and Adult Education (OVAE) to support the principles of the President's No Child Left Behind Act of 2001. The principle(s) supported by this effort are:

  • Increase Accountability and Academic Achievement
  • Focus on What Works


The primary emphasis, to date, in building research knowledge about how adults learn and improve their literacy skills has been placed on reading. Equally important is the need for adult learners to develop and strengthen skills in mathematics and for educators to identify the modes of instruction that work best in developing those skills and their applications.


In Fall 2003, the Department awarded a contract that will identify existing strategies and practices, with supporting data, in developmental mathematics instruction that have been designed by community colleges, the military, business, and organized labor. The project will identify 20 programs that address mathematics remediation, enable students to strengthen their math abilities, gain proficiency in basic math, and progress to higher level math courses or work assignments.

  • A review of the literature that describes the key elements or components of program instruction that help students achieve proficiency in math
