The OVAE Fact Sheet Series highlights efforts currently underway at the Office of Vocational and Adult Education (OVAE) to support the principles of the President's No Child Left Behind Act of 2001. The principle(s) supported by this effort are:

  • Increase Flexibility and Reduce Bureaucracy
  • Focus on What Works


While the adult basic and literacy education field has made considerable progress in meeting the variety of skills development needs of U.S. adults, tens of millions of Americans could benefit on the job or in their daily activities from improving their reading, writing or math abilities.

The programs and policy areas that impact adult literacy are administered by a number of federal and state agencies, authorized by numerous laws, and administered by diverse state and local agencies. Greater coordination among these agencies could result in stronger outcomes for adult participants.


This demonstration will identify, document, and disseminate approaches to strategic planning among state agencies, effective leveraging of funds, and coordination of programs. The results of this demonstration will be used to support the efforts of all States to increase the quality, efficiency, and effectiveness of adult basic and literacy education services.

Outcomes and Products

  • Comprehensive technical assistance to six states in demonstrating strategic planning and service coordination
  • Six case studies of states detailing the approaches used in each state, the supporting data, and the results of each approach
  • A guide to support dissemination and replication
