Subject: | Distribution of Funds to Secondary School Programs in Fiscal Year 2000 and Succeeding Fiscal Years under Section 131(b) of Perkins III |
I have attached a comprehensive memorandum regarding the within-State distribution of funds in FY 2000 under section 131(b) of Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins III). I want to briefly highlight the key points of this memorandum for you:
- The data required to distribute 70% of the secondary funds under Perkins III is not available from the Census Bureau.
- The Census Bureau's estimate of the relative number of children in poverty aged 5-17 for 1995-96 has a very high correlation with the data required by law to distribute the 70%.
- The Department will accept a State's substitution of the 5-17 data for the data required for distributing the 70% without further justification by the State.
- If a State wants to seek a waiver to use a different alternative formula, the State may use the 5-17 data as the point of comparison to justify that its proposed formula meets the more equitable distribution test.
