State Allocations

History of OVAE's funding to eligible state agencies under AEFLA.

Estimated Allocation will be awarded for FY 2013 PDF (229KB) under the Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Investment Act. These funds will become available July 1, 2013.

Legislation

The Adult Basic Education State Grant is authorized under the Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Investment Act.

OVAE Program Guidance

  • On June 23, 2014, a Joint OCTAE and Institute of Museum and Library Services Dear Colleague Letter [PDF, 534K] was released. This letter encourages stronger partnerships between adult education programs and libraries to benefit youth and adults with low skills, especially around the development of digital literacy.

  • On June 6, 2012, a Joint Department of Education and Labor Letter [PDF, 585K] was submitted to the Committee on Education and the Workforce, to present the view of the Departments on H.R. 4297, the Workforce Investment Act of 2012, as introduced by Representative Foxx, Chair of the Subcommittee on Higher Education and Workforce Training, and Representatives McKeon and Heck. The Departments strongly opposed the bill.

  • Section 212 of AEFLA authorizes a performance accountability system for adult education. OVAE has operationalized this requirement through issuance of the NRS Implementation Guidelines.

  • OVAE issued several policy memoranda and Federal Register notices to eligible states concerning implementation of AEFLA, program administration issues, and English Literacy and Civics Education (EL/Civics) funding.

Incentive Grants

Section 503 of the Workforce Investment Act (WIA) authorizes the Secretary of Labor to award incentive grants to states that exceed performance levels for programs authorized by title I of WIA and the Adult Education and Family Literacy Act (AEFLA). The grants are used for a variety of purposes, including adult education and literacy.

Regulations

Assessment Regulations download files PDF (4.21M) issued on January 14, 2008 specify requirements for statewide assessment policies for the NRS that must contain certain elements and be submitted to and approved by OVAE each year. The regulations also describe how tests must be administered locally in order to accurately measure education gains. A current list of tests determined to be suitable for use in the NRS for adult education can be found on the Federal Register.
