National Leadership Activities Overview

The Office of Vocational and Adult Education, Division of Adult Education and Literacy (DAEL), oversees national leadership activities, funded through Section 243 of the Adult Education and Family Literacy Act (AEFLA). These activities strive to ensure that all youth and adult students:

  • Are ready for, have access to, and complete college and career pathways
  • Have effective teachers and leaders
  • Have equitable access to high quality learning opportunities on demand
  • Benefit from an expanding research and evidence base

DAEL is committed to ensuring that all of our resources are strategically managed and accountable to achieve these program goals.

College and Career Readiness

  • The Implementing College and Career Readiness (CCR) Standards project will support the development of educational programs to better prepare adult students for postsecondary and career success, through the implementation of CCR Standards for Adult Education. This project will provide the necessary supports to help instructors teach the standards and to help administrators prepare educators for higher-level academic standards. See the CCR Standards for Adult Education, released April 2013. The Standard-in-Action training program is also available to support the effective implementation of content standards in adult education.
  • The Technical Assistance for Developing Career Pathways project helps states further develop and scale their career pathways initiatives. The project will provide tiers of technical assistance for States to streamline, expedite and accelerate the implementation of career pathways as well as act as an information dissemination service to connect interested stakeholders to career pathways resources available across federal agencies, organizations, and pathway-focused initiatives.
  • The Policy to Performance Toolkit provides guidance and tools to use in developing, implementing, and monitoring state policies that support college and career readiness for low-skilled adult learners. The Toolkit is based on the findings from the Policy to Performance Project, conducted from 2009 to 2012, which worked with eight states to advance system and policy development to facilitate adults' transition from ABE to postsecondary education, training, and employment.
  • The Designing Instruction for Career Pathways project assembled a collection of instructional materials organized by career clusters to facilitate state and local efforts to provide career pathways instruction.
  • Through the Employability Standards in Career and Technical Education and Adult Education project, an interactive rubric was created for identifying and describing a set of common 21st century employability knowledge and skills as well as cross-referencing those skills to available assessments. This project was co-funded with the Career and Technical Education branch of OVAE.

Effective Teachers and Leaders

  • Student Achievement in Reading (STAR) is expanding states' use of evidence-based reading practices by providing intensive training and coaching to teachers and local program administrators in 21 states.
  • The Teaching Excellence in Adult Literacy (TEAL) effort has produced professional development materials to help adult educators understand and apply evidence-based instructional practices to writing instruction. Additional resources on effective instructional strategies in both writing and math are in development.
  • Promoting Teacher Effectiveness in Adult Education is promoting teacher quality and effectiveness creating and validating a set of teacher competencies, as well as a teacher induction model with a supporting toolkit of resources.
  • The Adult Numeracy Instruction project identified an evidence-base for adult math instruction and provided adult education teachers and program administrators with professional development for effective adult numeracy instruction.
  • The Improving Adult English Language Instruction project advances years of previous investments to improve the knowledge, skills, and abilities of teachers working with adult ELLs by facilitating innovative uses of these professional development resources as well as adding newly created professional development materials and learning opportunities. The English Language Learner University (ELL-U) Project developed an array of sustained professional learning opportunities to help teachers of adult English learners to master evidence-based instructional strategies to maximize student outcomes; the resources from this project have been incorporated into LINCS.
  • Open Education Resources to Promote Adult STEM Teaching and Learning is developing innovative approaches to the teaching of foundational science, technology, engineering, and match (STEM) content to adult education students using open education resources (OERs).

Learning Opportunities On-Demand

Advancing Research and Evidence

  • The National Academies of Science released the 2012 report, Improving Adult Literacy Instruction: Options for Practice and Research. This report, funded by OVAE, was followed with practitioner-friendly products that explore the findings and implications for classroom instruction.
  • A place-based cohort project will design immigrant integration models that strategically coordinate across services and providers to promote immigrants' linguistic, civic, and economic integration.
  • A series of secondary analyses resulted in new insight into the dilemma of immigrant professionals. See the full series.
  • A series of secondary analyses examined the postsecondary and labor market outcomes and trajectories of GED-holders and high school diploma-holders. See the full series.
  • Watch for research briefs from the Promoting Teacher Effectiveness in Adult Education project that will examine state administrative data on the adult education teacher workforce and consider how to relate teacher characteristics to student outcomes.
  • Watch for a secondary analysis of the Longitudinal Study of Adult Learners that will examine labor market outcomes for adults with various educational participation patterns.
