blue flag bullet June "State of the State" Conference Calls
Thanks to all who participated in the February/April individual State Liaison calls. DVTE staff appreciates the state staffs taking the time to contribute vital information to their State Liaison on specific topics that included local applications and the use of non-traditional funds for the DVTE State Profile Database. This new dimension to the information gathering process will provide the liaisons with an avenue to better understand their particular state(s) and to strengthen relationships with state leadership.

The next round of calls is scheduled for June and the topic of discussion will be America's Career Resource Network (ACRN). We look forward to talking with you about your issues and concerns on this topic.


blue flag bullet Plan now to attend the Train-the-Trainer Institute in Atlanta, August 8-9, 2002
The Atlanta Institute will provide training to state and local staff in applying the 5-step Improvement Process Model introduced at the Jacksonville Program Quality Institute to specific problem situations. Participants will work in groups on performance gap problems for each core indicator and will determine root causes, best solutions, pilot test approaches and implementation strategies using the 5-step model. The Institute will provide participants with a variety of examples of how to use the model for program improvement at the institutional level. A draft agenda and registration materials are available online.


blue flag bullet Questions Posed at Program Quality Institute
OVAE is offering a unique opportunity for you to take a role in shaping the cornerstone of accountability measures for reauthorization. At the listening session conducted by Hans Meeder, OVAE's Deputy Assistant Secretary at the Jacksonville Program Quality Institute on May 14, the following questions were discussed. The questions will be posted on the website in early June and there will be an opportunity for state and local responses via the website. We encourage you to participate in this process through your responses.

Accountability/Performance Measurement - Secondary Questions:

  1. What should be the performance measures for secondary vocational education? How should we change existing measures? What additional measures should be considered?
  2. How can we improve consistency among states in how we measure (measurement approach) and who is included in these measures (i.e., concentrators)? Given the different ways states measure academic achievement, how can we improve the consistency between states in reporting academic achievement?
  3. How are Perkins accountability measures related to state high school accountability systems?
  4. How can performance measures and reporting requirements for different state and/or federally funded initiatives (i.e., WIA, Perkins) be better aligned to create more consistent and streamlined accountability systems?
  5. What are the potential implications/opportunities for changing existing measures?

  1. What should be the performance measures for postsecondary vocational education? How should we change existing measures? What additional measures should be considered? How can we capture the diversity of student goals in these measures?
  2. How can we improve consistency among states in how we measure (measurement approach) and who is included in these measures (i.e., concentrators)?
  3. How can performance measures and reporting requirements for different state and/or federally funded initiatives (i.e., WIA, Perkins) be better aligned to create more consistent and streamlined accountability systems?
  4. What are the potential implications/opportunities for changing existing measures?
  5. What are the problems concerning reporting requirements and the Student Right to Know Act?
