DVTE Conducts On-Site Monitoring Review in Illinois
The DVTE monitoring team conducted an on-site monitoring review in Illinois during the week of January 14th. This was the first time since the advent of the Perkins III legislation that the team had a full reviewer to focus on program accountability, an element of the review process that will continue for the remainder of the reviews scheduled for this year.
While these monitoring visits concentrate on the state delivery system of vocational education, certain areas of the review raise concerns for the administration of vocational education on a national scale. For instance, Illinois, like many other states, is facing budgetary constraints and will see a reduction in available funds for vocational education being appropriated by its state legislature. This could potentially result in future maintenance of effort problems, coupled with a decline in the levels of non-Federal match funds for state administration. The Illinois situation, duplicated in a number of states, will undoubtedly have future policy implications for the future reauthorization of vocational education legislation.
The next state scheduled for an on-site monitoring visit will be California during the month of March.

Second National WIB Survey Report Available Now
The Heldrich Center for Workforce Development at Rutgers University and the National Leadership Institute have released the results of their second survey of Workforce Investment Boards (WIBs) nationwide. The survey, conducted by the staff at the Center for Survey Research Analysis at the University of Connecticut, asked state and local WIB chairs and directors about a wide range of concerns including their training needs, their strategic planning efforts, and perceptions about the actions of their WIBs. Information was compiled from 67% of state boards and from 63% of local WIBs. The survey is available on their website as a PDF document.
