Information Regarding Vendor Registration in the Central Contract Registration (CCR) System

New vendors who will be doing business with ED, including individuals, field readers, and purchase card vendors, must be added to the CCR database before award of any contract, purchase order (including micro-purchases), delivery order, task order, basic agreement, basic ordering agreement, or blanket purchase agreement.

You or your firm will need to complete a one-time business registration in order to receive any new awards or any non-termination modifications or payments under existing ED contracts after December 31, 2003. Annual renewal of the registration is also required, at least through final payment. If you or your firm is an existing ED vendor and has a DUNS number, you have already completed the first step in the registration process. With the necessary information at hand, the on-line registration takes approximately 30 minutes to complete, depending upon the size and complexity of your company.

Your registration should take approximately 48 hours to process and activate. Once your firm's registration becomes active, a welcome letter or electronic mail notice will be sent to the registered point of contact for your firm. Additionally, your company will receive a Trading Partner Identification Number (TPIN) via the U.S. mail. The TPIN and DUNS number are necessary to enter the system to make any subsequent changes, including the annual registration updates.

How does a vendor register in CCR? What business information is required?
The quickest way to register is via the Internet at http://www.ccr.gov. For details on the information that is required, see the CCR Handbook at http://www.ccr.gov/handbook.asp. With the necessary information on hand, the on-line registration should take approximately 30 minutes. Registration is processed and activated by the Department of Defense (DoD) within 48 hours.

Do individuals, such as field readers, who do business with the Government have to register?
Yes. Individuals, including field readers, should follow the registration instructions described in item 2 above. Those who do not already have a DUNS number, which is required to register in CCR, can obtain one from Dun & Bradstreet.

How does a vendor obtain a DUNS number?
A vendor may obtain a DUNS number by calling Dun and Bradstreet at 1-866-705-5711 or via the Internet at http://www.dnb.com. The process to request a DUNS number takes about 10 minutes and is free of charge. Refer to the DUNS Guide - Government Vendors [PDF], for more information. The guide may be shared with other vendors and persons who plan to conduct business with the Department.

To apply for DUNS number, you will need a SIC Code. The SIC Code for field readers is NAICS 541990, which covers all other professional, scientific, and technical services. The SIC Code for services not classified elsewhere is SIC 8999.
