The Fiscal Year (FY) 2011 Department of Defense and Full-Year Continuing Appropriations Act (P.L. 112-10), which Congress passed on April 15, 2011, reduced funding for programs in the Department’s Higher Education account by more than $350 million, including an across-the-board reduction of 0.2 percent. The text of P.L. 112-10 specified how most of these reductions were to be made, including the elimination of funding for certain programs for FY 2011. However, in addition to the reductions specified in P.L. 112-10, further reductions of $165 million within the Higher Education account were necessary to meet the total reduction required by Congress. In past years, the Congressional Conference Committee report accompanying the Department’s appropriations acts typically included a table providing allocations for every program. While no such table was provided this year, during the legislative process, the Appropriations Committees of the House and Senate expressed their expectations to the Department regarding funding support for all programs. The Department has followed that guidance in allocating funds to the affected programs.
