PRIMARY DELEGATIONS OF AUTHORITY

• The Secretary has delegated the following authorities to the Assistant Secretary for Vocational and Adult Education, subject to certain reservations.

A.	Section 70904, 70905(c), and 70909 of the Federal Charter to the Future Farmers of America (Public Law 105-225) (36 U.S.C. 70904, 70905(c), and 70909)	Duties of the Secretary of Education with respect to the Future Farmers of America
B.	Carl D. Perkins Career and Technical Education Act of 2006 (Public Law 109-270) (20 U.S.C. 2301 et seq.)	Carl D. Perkins Career and Technical Education Act
C.	Adult Education and Family Literacy Act, Title II of the Workforce Investment Act of 1998, with the exception of section 242 (Public Law 105-220) (20 U.S.C. 9201 et seq.)	Adult Education and Family Literacy Act, with the exception of provisions authorizing the National Institute for Literacy
D.	Section 501 of the Workforce Investment Act of 1998 (Public Law 105-220) (20 U.S.C. 9271)	Responsibilities of the Secretary with respect to the approval of programs authorized by Title I of the Carl D. Perkins Career and Technical Education Act and Title II of the Workforce Investment Act (Adult Education and Family Literacy Act) in unified plans

Perkins Career and Technical Education Act   Literacy Programs for Prisoners State Grants for Incarcerated Youth Offenders Financial Education for College Access and Success Program

• Authority to sign Federal Register notices other than policy statements and interpretations, including notices of meetings or workshops, notices announcing annual matching percentages or allocation amounts pursuant to an existing
  statute or regulation which sets a specific percentage or amount, and routine application notices for grant programs.
