Steven Y. Winnick

Steven Y. Winnick has served since 1989 as Deputy General Counsel for Program Service and since 1986 as the Designated Agency Ethics Official of the U.S. Department of Education. He oversees legal services to the Department relating to the development and implementation of Federal programs that assist elementary and secondary education, vocational and adult education, services for disabled individuals, and educational research, as well as advice to the Office of the Secretary of Education on civil rights issues. He also oversees management of the Department's ethics program.

Mr. Winnick has served in the Department of Education and its predecessor -- the Department of Health, Education, and Welfare -- since 1971. During several extended transitional periods, he has served as Acting General Counsel of the Department of Education.

Mr. Winnick was born in New Haven, Connecticut and graduated from its public schools in 1962. He received his B.A. degree, cum laude, from Yale University in 1966 and his J.D. degree, cum laude, from the University of Michigan in 1969. In addition to his Federal work, he has served as an elementary school teacher in Ypsilanti, Michigan, in a community action agency in New Haven, and in various parent groups promoting the Montgomery County Public Schools.

He received the Presidential Distinguished Federal Executive Award in 1997; the U.S. Office of Government Ethics' first annual Distinguished Service Award in 1997; the 1995 Justice Tom C. Clark Outstanding Lawyer Award of the Federal Bar Association; and the Presidential Meritorious Federal Executive Award in 1990. He also was named by Redbook magazine as the "Best Boss in America for Working Moms" in 1996.

Winnick has three children.
