William H. Haubert II has served since 1988 as the Assistant General Counsel for Business and Administrative Law. He is responsible for the nationwide delivery of legal counsel to and representation of the Department regarding issues affecting employment, procurement, appropriations, privacy and information, advisory committees, federal surplus property, tort liability, and Departmental management. Mr. Haubert has served in the Department since 1983. Previously, he served as Deputy Attorney General for the Commonwealth of Pennsylvania and as legal advisor to the Federal Labor Relations Authority and the Comptroller General of the United States.

In 1975, Mr. Haubert earned his J.D. degree, magna cum laude, from the University of San Diego School of Law, where he was the Executive Notes and Comments Editor of the San Diego Law Review and the author of two published law review articles. He received his B.A. degree, with honors, in 1970 from The American University.

Mr. Haubert has three children.
