Bio for Dr. Monique M. Chism, Director, Office of State Support
Dr. Chism directs the Office of State Support (OSS) in the Office of Elementary and Secondary Education (OESE). OSS is responsible for administering more than $18.3 billion annually in federal program funds, which provide resources for programs that provide assistance to states, school districts, and schools to meet the educational needs of children who are failing — or at high risk of failing — to meet challenging academic standards established by states. Programs administered by OSS include Grants for Improving Basic Programs Offered by Local Educational Agencies (Title I, Part A), Improving Teacher Quality State Formula Grants (Title II, Part A), English Acquisition State Grants (Title III), Enhanced Assessment Grants, Race to the Top and School Improvement Grants.
Dr. Chism has held a series of positions in the field of education as a teacher, researcher and state administrator. In these positions, she gained a deep knowledge of what is required to address opportunity gaps and cultivate culturally proficient schools. Immediately prior to joining the U.S. Department of Education, she was with the Illinois State Board of Education, where she served as an assistant superintendent. In that position, she provided leadership and directed the overall operations of the Division on Innovation and Improvement, which managed 30 unique grants and programs, including Title I, Part A. Dr. Chism also served as the Illinois State Manager for the Learning Point Associates Great Lakes West Comprehensive Assistance Center in Naperville, Illinois. There, she provided direct technical assistance to state education agencies and focused on increasing state capacity to implement the Elementary and Secondary Education Act of 1965, as amended (ESEA). Through these positions, she has influenced and shaped education policy with the goal of ensuring that every student has access to a high-quality education and the opportunity to learn.
