The first box of the path to the left states "Students are determined to be ELL under the district's eligibility criteria." From that step the path continues to a box with the statement "ELL students are referred for placement into the district's ELL Program."
Moving back to the primary box, the first step along the other path contains
the statement "Students are determined not to be ELL under the district's
eligibility criteria." The following step on that path states "No
special ELL services are required."
