Title VI of the Civil Rights Act of 1964: New London (CT) Public Schools Compliance Review (01105002)


OCR has concluded a compliance review in the New London (CT) Public Schools, examining its compliance with Title VI of the Civil Rights Act of 1964 with regard to English language learner (ELL) students.  The purpose of the review was to assess whether the district provides ELLs services necessary to enable them to participate meaningfully in the district’s education program, whether the district effectively communicates with parents who are not fully proficient in English, and whether the district properly evaluates and provides special education services to ELL students.  New London Public Schools has voluntarily entered into a resolution agreement that provides that the district will: change its procedures to ensure that it identifies all ELL students who need services; develop guidelines to ensure that all ELL students receive instruction designed to address their individual needs; ensure that all staff who teach ELL students have appropriate certifications and receive specific training; develop a plan to monitor ELL students who have been exited from services to ensure that they are meaningfully participating in the general education program; enhance opportunities and support for ELL students to participate in gifted and talented and Advanced Placement courses; create a plan for providing language assistance to parents and guardians and to ensure that all important notices and documents are made available to parents in a language that they can understand; and revise its policies to ensure that ELL students are properly assessed for disabilities and provided appropriate services.
