Tim F. Soltis, deputy chief financial officer, was delegated the authority to perform the duties and functions of the chief financial officer (CFO) in May 2016. In this role, he leads the Department's (ED) accounting for financial information about its grants and loans programs, which include a portfolio of over $1.2 trillion in assets and almost $70 billion in budget authority. Soltis oversees the preparation of the Department's Agency Financial Report (AFR) and supports its annual audit. He also oversees ED's financial management operations, contracts and acquisitions programs, financial management IT investments, indirect cost management, external audit tracking and resolution, and the internal control program. As a member of the federal CFO Council, Soltis actively participates in major cross-agency financial management topics, including shared services, enterprise risk management, data analytics, and financial management competencies.

Prior to joining the Department in March 2013 as deputy CFO, Soltis served in the Senior Intelligence Executive Service from 2006 through 2013 in various positions related to strategic planning, budget, accounting, financial reporting, and audit. From 2000 to 2006, he was the director for financial reporting and audit readiness at the Defense Logistics Agency. Soltis also held audit staff and management positions in the Director of National Intelligence and Department of Defense Inspector General offices and in the U.S. Army Audit Agency, which included overseas assignments in Germany and Korea. Soltis has more than 30 years of experience solving complex business and financial management problems, driving large-scale change management initiatives, and managing large financial management operations. He also has extensive experience in advising senior leadership on matters related to mission support functions, including strategic planning, budget, accounting, performance management, human capital, business process re-engineering, and migration of legacy systems to Enterprise Resource Planning (ERP), risk management and controls, and audit.

A Cleveland native, Soltis earned his Bachelor of Science degree in accounting from Case Western Reserve University (cum laude), and he has completed executive leadership programs at Harvard and the Federal Executive Institute. He is a Certified Public Accountant (CPA) and Certified Information Systems Auditor (CISA).
