Thomas P. Skelly was delegated to perform the functions and duties of the Chief Financial Officer (CFO) in October 2008. As the Acting CFO, he leads the organization that provides accurate and timely accounting and financial management information about the Department of Education and its programs, coordinates internal controls and audit follow up, and manages contracts and acquisitions. The Department’s financial statements have received eight straight clean opinions and recognition for excellence in financial reporting from the Association of Government Accountants. He also served as the acting CFO from 1999-2001.

In his regular job, Skelly is the Director of the Budget Service in the U.S. Department of Education. He is responsible for the Department's $63 billion discretionary budget for 150 education programs and 4,100 employees as well as mandatory appropriations that will fund over $110 billion in student loans in 2010.

A federal employee since 1974 and member of the career Senior Executive Service, Skelly has earned five Presidential Rank Awards including the Distinguished Award in 1992 and 2003 and the Meritorious Award in 1989, 2000, and 2007. Since 2008, he has also served as chair of the government wide Budget Officers Advisory Council. Since 2007, under him, the Department has been the Managing Partner for the interagency Budget Formulation and Execution Line of Business, which is a cross-agency effort to improve Federal budgeting tools and systems.

Skelly received his bachelor's degree in government from the College of William and Mary and his master's degree in government from the University of Virginia.
