Hugh J. Hurwitz, Deputy Chief Financial Officer - Biography
Hugh Hurwitz is the Deputy Chief Financial Officer and Senior Procurement Executive, at the U.S. Department of Education. Hugh has over 20 years of experience in financial management and procurement.
Hugh became the Deputy Chief Financial Officer on January 31, 2010. He supports the CFO in overseeing financial management, internal control and audit resolution, and contracts and procurement issues.
He manages staff responsible for ensuring Department funds are spent appropriately, and staff responsible for the Department's daily financial operations.
Hugh also serves as the Department’s Senior Procurement Executive. In this role, he is the senior career leader responsible for the entire acquisition system at ED, including over $2 billion in procurements annually. Hugh previously served as the Director, Office of Acquisitions and Grants Services/Head of the Contracting Activity at the Food and Drug Administration and the Procurement Executive at the Federal Bureau of Prisons.
Hugh also has experience leading large information technology organizations. At the Food and Drug Administration, he was Director of the Office of IT Shared Services. In this role, Hugh led an organization responsible for managing the entire IT infrastructure, including nationwide network, telecommunications, servers, storage, help desk, desktop support, development and testing, knowledge management, training, and procurement.
Hugh began his career as an attorney at the Federal Bureau of Prisons where he specialized in government contracts and commercial law. He then worked in private practice specializing in government contracts at the boutique law firm of Grayson and Associates.
Hugh has a JD from American University, Washington College of Law, and a BA from the University of Rochester. He is married and has two children.
